Rogwen's sailor found information about the second piece of the Eye of the Creator. Legend says it was lost on Easter Island, but the exact location is unknown. Talk to Matua for more help. After completing this quest, you must be LV26+ to continue the story.

second piece of the artifact has been located on the
Easter Island as well! Wow, everything seems too to
be true. Could this just be luck? No matter, you
should find Matua to confirm its location.

Yes, I am Matua. Rogwen's sailor told me you
would be here soon. I have gathered my knowledge
on the Eye of the Creator for you. A few nights ago,
two mysterious stones fell from the sky. One landed
in Easter Island North, the other in Easter Island
South.
