Speak to Berger in Exiled Lands to return to Emerald Dragon Island. Kill 60 Emerald Serpents to open the path, then find Harkas.

As promised, Berger told you how to reach the Emerald Dragon, but he has also warned you that the path leading there is incredibly dangerous. It would take a miracle to make it alive.

Well, you've found the thief, so I shall do as Riester said. In the northwest part of the island, you'll find someone named Harkas. The path leading there is exceedingly dangerous, but I'm sure you can make it. He can tell you more.
