Use the Dragon Herb in Viking Steppes (245, 220) to lure out the Giant Dragon Selene. Kill her and cut her head off with Cadmus' Axe. After that, return the head to Ohrah.

Introduction

Ohrah was shocked to see Cadmus' Axe. But, it reminded him of his painful past. He wanted very badly to exact his revenge, but the giant dragon Selene was far too powerful for him. Now he has his chance. Ohrah made a solemn promise to you: 'If you can bring me Selene's head, I'll agree to help you and process the Soul Stones.'

(Ohrah wears a painful expression on his face) On
that dreadful day, that damn dragon, Selene,
suddenly charged into Dwarves' Forest. My wife and
son were instantly killed in the attack. I blame
myself. I left the village that day to forge a weapon.
If it was not for my crafting, my family might still be
alive. I wanted revenge, but a simple dwarf cannot
defeat a giant dragon. I can no longer bear the pain!
But, now that you have found Cadmus' Axe, I have
a chance at revenge. If you can bring me Selene's
head, I'll agree to help you and process the Soul
Stones.

Quest Completion

You've done it! I will use Selene's head to make a
shrine in memory of my family. I can't wait to tell all
my fellow dwarves that we no longer need to live in
fear of her wrath. As promised, I will get set up to
refine the stones.
