Ansurine is indeed dead. As per Evna's instructions, kill Wraith Scavengers and obtain 10 Alchemic Sachets and give them to Ardth. He should know what the next move needs to be.

NPC Dialog

With Ansurine's death confirmed, all that can be
done is to follow Evna's instructions to kill the
Wraith Scavengers and obtain the Alchemic Sachets
to give to Ardth. Hopefully, he'll know what the next
step should be.

Quest Completion

We're too late. The Scorpion Lord will indeed be
summoned. Thanks to our actions, however, it will
have nowhere near its full power. Lacking the power
that the sacrifice of Ansurine was going to provide
Emerton, I doubt he will have much control over the
Scorpion Lord. If push comes to shove, we can
have Evna try to do something by using whatever
residual power she gained from performing the
sacrifice herself, but let's avoid that if we can. She's
been through enough.
