Use the transform potion to become a mermaid in Aegean North, then get a Chromatic Seashell from Aphrodite. Give the Chromatic Seashell to Alkia.

Introduction

Matthew has not been able to directly observe the mysterious creature. The Eye of the Creator must be repaired and the mermaids' help is needed. Unfortunately, they don't like humans. Matthew has a potion that will transform you into a mermaid in the hopes of being able to talk to them.

NPC Dialog

Aegeans are a noble race and inhabit the Sea of
Atlantis. They don't like humans, so you will have to
somehow gain their trust to get information from
them. Drink this transform potion to become a
mermaid. Once transformed, get a Chromatic
Seashell from Aphrodite which you can then give to
Alkia. If you can gain Alkia's trust, we may find out
more about the mysterious creature.

Quest Completion

We are the daughters of the sea. You wear the
Chromatic Seashell which means you are worthy of
our trust. We have two problems that need to be
dealt with. One is a giant creature that keeps
attacking us. The second is that our princess fell in
love with a human. This act is forbidden by our
gods.
